The ROM memory used in smartphones and tablets etc. is often same as flash memory found in SD cards and USB flash drives, simply optimized for better speed and performance while running the operating system. The “stock ROM” comes installed on the phone or tablet, while a “custom ROM” comes from a third party. The custom ROM is either a uniquely modified OS, such as Lineage os, Cyanogen, Ressurection Remix or a stock version made available for older devices or for new devices before the vendor release date.
